She's an eleven month old English Bulldog who is in great health and updated on all her vaccinations.

Considering her youth perhaps she is just growing hair from in-between her pads or a very odd hair growth. I would agree with moonfairy. The best thing you can do is have your vet look at it, but it isn’t a rush by any means.

In between the paw pad is normal. On it....I'm not too sure..could check up with the vet during a regular visit since it doesn't seem to be an emergency.

I do not think it is possible.. There are no hair follicles on the pads. Are you just it isn't just growing over the pads? I guess ask a vet, but I doubt it is anything to worry about.. just a fluke thing maybe..
