There is absolutely no way an idea can be alive without a person to be there to think it. Period. So yes, people are more important.

The Questions of King Milinda
http://www.as.miami.edu/phi/bio/Buddha/Milinda.htm
"In respect of me [my name] is but a way of counting, term, appellation, convenient designation, mere name"
"Appelation" name (or word) is perhaps a little different from idea but...In Theaetetus, Plato defines thinking as:
"a talk which the soul has with itself about the objects under its consideration"

In some respects also, perhaps, ideas are people.

Good question.. I would pick people.. don't want to be alone. With people I would compare ideas. Being alone in the world...my ideas would die off into obscurity.
