Im going to a dance and I really like this girl. but how do i kiss her when all of her and my friends are around? and HOW and WHEN do i kiss her?

You're THIRTEEN and are going to kiss in front of all your friends? What possible purpose would that serve except to make people talk about you?
Perhaps you should wear a chicken costume to school for an entire year instead.
Or just write this 500 times: "I will remember that ALL attention is not GOOD attention."
Do you want to kiss in front of your friends to show off, or because it's the only opportunity you have to kiss her? If you're already kissing, fine, it probably doesn't make much difference, but it doesn't sound like that's the case.
Of course you sort of left out whether or not you know she likes you, which is kinda important. If so, great. If not, here's the thing in case it hadn't occurred to you: You may want to talk to the girl *before* kissing.
Or not. But usually girls aren't going to be too fond of you getting close if the feelings aren't mutual. Many are likely to dislike you a great deal.
On the other hand, maybe you wish to bypass finesse and head straight for the standard, clumsy approaches. But you may want to get ready for lots of brutal rejection unless you're irresistable. (Hint: Most of us aren't.)

When the two of you are alone, stare into her eyes while she is talking.
Very gently with a very light touch, hold her finger tips or hands.
Still staring into her eyes, without saying a WORD, tilt your head to one side.
Lean toward her and slightly part your lips.
As soon as you open your lips slightly, close your eyes.
This would be about 6 inches from her face.
Place your lips VERY softly on hers, then close your lips.
Open them slightly again, while SLOWLY moving your head slightly to the left and right 3 or 4 times.
While your lips are touching, count inside your head...
8 seconds. Slowly count...
one thousand 1
one thousand 2
one thousand 3..on up to 8.
Pull back away from her face.(slowly).
As soon as you are 6 inches away from her face, open your eyes.
Then, say....."That was nice", in a low soft voice.
She'll melt.

Look deep into her eyes and see if she is going to come up on you also
Come close to her and see if she pulls back if not then kiss her like you kissed an family member just more passinate. You'll know what to do
If not then she would so go with the flow

well, just ask her to dance with u n give her a soft touch on her back n u can start to talk with a soft voices on her ear n if she doesnt back up or making a move it means she likes it n you can start to look deep to her eyes n get close ur face to her's n u can kiss her. It doesnt matter if ur friends r around just act like nobody else around.

Do you know whether or not she likes you? If you are 13 I would definitely ask her if it would be ok to kiss her, you don't want any confusion. That's how you end up losing half of everything you own. Good talk.

awh i remember dances when i was 13. well, you try and get her alone i guess. take her outside. talk. and compliments are lovely. and then i would see if she likes you though, and then maybe a kiss on the cheek and then if she is okay with that, then yeah, kiss her.
