Gee! I don't have that problem, I might just know how to work the truth out of girls. Try these out for size. They need to admit their attraction first and they like when your surprised, its just a big deal to them. The point of have a girl make the first move is to see if they will. Not all of the girls you'll run in to will tell you they like you. These are the girls that you will need to make the first move to be able find out anything else. During the conversation you will need to be able to spot the attraction with their facial and hand gestures, if you ever want to succeed. Look for eye contact, open back and forth conversation, and movement towards you. An accidental hit, brush, or anything to touch you is a good sign that she in turns likes you. If she don't seem interested and you haven't completely blew it yet, giving her some time and space could make her come around. With a little practice they will be telling you everything you want to know. Just remember to be patient.

Either they (1) don't like you (2) aren't sure what your feelings are for them and don't want to get rejected or hurt (3) could be playing "hard to get"

Girls like to mess with a guys mind. So do this, to those who jack with you.
Ask them to go out to a movie and meet you their, then show up and tell them you forgot your money, do they have any, you will pay them back. If they don't have any money, then just say wait here. Go home and don't go back.
She will be mad, then say, oh I didn't really want to go out with out, I changed my mind. Ha ha, bye.
