I'd say Deviant Art. They have literally thousands of brushes to choose from. I've gotten many of my brushes there myself.

I have had good results with www.about.com
A woman named Sue writes about photoshop & has alot of downloads that she has created.

go to adobe.com. That might have some brushes. Or create them yourself.
