When it comes to legalese gaming names and phrases have new definitions depending on the state you are in and the level of gaming allowed -- off the reservation. Washington is a Class II state and labeled as a casino as any licensed establishment offering gambling in Wahsington State

It has to do with the Class level of gaming they are offering. Class I is bingo, Class II is games the establishment/casino/cardroom offers in a manner where they do NOT have a direct stake in the outcome of the game and are non-house banked. Class III are games with tightly regulated devices (roulette wheel, dice) where the house has a stake in the outcome of the game and/or are house-banked.

Cardrooms are generally establishments that only offer Poker, originally. Incidentally, they have slots there too...albeit "video pull-tab." Also, not all casinos have craps and roulette -- permited only in Nevada and New Jersey. California has variations of craps and roulette that are Class II compliant (no dice or wheel). And these places here in California are every much a casino as Vegas...some even better!
