Because water doesn't necessarily destroy, Fire will.
2Pe 3:10 But the day of the Lord will come as a thief in the night; in the which the heavens shall pass away with a great noise, and the elements shall melt with fervent heat, the earth also and the works that are therein shall be burned up.

Does the Bible teach the widespread belief that the planet earth will someday be destroyed? When the Bible speaks of the end of the world, it is not referring to the end of the planet earth, but rather to the end of this system of things. A world once came to an end in Noah’s day. The earth that was destroyed then was not this planet but the wicked human society of that time. The apostle Peter wrote: “There were heavens in ancient times and an earth standing compactly out of water and in the midst of water by the word of God, and by those means the world of that time suffered destruction when it was deluged with water. But by the same word the heavens and the earth that are now are stored up for fire and are being reserved to the day of judgment and of destruction of the ungodly men.”
To destroy the society of ungodly men, God does not need to destroy this planet, as he proved in Noah’s day. Of the planet earth the inspired psalmist wrote: “He has founded the earth upon its established places; it will not be made to totter to time indefinite, nor forever.” True Bible belief is that “the meek ones themselves will possess the earth” and that the earth will become a global paradise.—2 Pet. 3:5-7; Ps. 104:5; 37:11; Luke 23:43
“This is what Jehovah has said, the Creator of the heavens, He the true God, the Former of the earth and the Maker of it, He the One who firmly established it, who did not create it simply for nothing, who formed it even to be inhabited: ‘I am Jehovah.’” (Isa. 45:18) Jehovah God did not create the earth with the intention of eventually destroying it. (Ps. 104:5) God’s purpose is for the earth “to be inhabited” by a righteous race of men and women dedicated to the doing of his will. That explains why Jesus taught Christians to pray: “Our Father in the heavens, let your name be sanctified. Let your kingdom come. Let your will take place, as in heaven, also upon earth.”—Matt. 6:9, 10.

First of all, if you destroy the earth with water again, hey, we know how to use submarines and etc. Also, the fish will still survive right? With fire, it not only purifies, (since water dilutes, therefore, it diluted sin to an extent) but it will get anything and everything, since the waters will boil and the fish will fry and all will be burnt asunder, just like a purgatory, but on earth.

personally i think its because fire is the opposite of water and he said he wold never flood the earth again. it could just be kickin off the whole hell thing since when the earth is destroyed than the only people that will b left on it will be sinners(as in nonbelievers)

Good question, i am no scholar so i'm just going by my study's.
1. He promised Noah that He would not. God keeps His Holy Word
2. in scripture fire purifies and afew times it is stated we will be tested by fire
