It's hard even for a native Japanese. It is kept in Ryoanji-temple in Kyoto. I live in Kyoto.

The upper kanji that is 'ware' in Japanese means I.
The right kanji that is 'tada' in Japanese means only or just.
The lower kanji that is 'taru' in Japanese means content.
The left kanji that is 'shiru' in Japanese means know.

Then, the whole meaning is 'I just know that I am content with things and conditions I have now'.
This proverb implies the following.

You all are always seeking wealth and demanding the right to something. But you have to learn to be content.

i believe that the symbols mean fire earth wind and water. learning to be content means to be balanced. the symbols are at the four "corners" so it is balanced
