My understanding of the buddhist meaning of Karma is that it's action-reaction. Immediate. You do something and that has an outcome, or consequence. You do something else, it will cause another outcome or consequence. I beleive people take this out of context and instead interpret it as if you do something bad you'll have something bad happen to you in the future, etc. But the point is that it's immediate, and there is no good or bad. It's simply action-reaction. That's my understanding anyways... I could be wrong :-)

So in this context, yes, I believe Karma happens every second.

karma does its task around some people but not all. as for me, i choose not to believe in it. i don't have a specific reason, really. i just don't like to use it as an excuse, i suppose.

Oh yes. What comes around goes around. I've seen it with myself and with others. A little too painful to get into; but let's just say, whenever i screwed somebody around (when i was younger) it did come back to me.

yes. most people who are angry, mean, or down and out on themselves so they cannot take the time to help another person, no matter how small the gesture might be, will always have "bad luck".
