on a 3 or 4 lane city street is the left lane called the fast lane? or does it only count for the highway?

No, it actually ends up being a bit slower if there isn't a seperate turn lane. Get in the middle if you are on a long drive, edges if you are turning.

majority of people are too ignorant or dumb (at least here in Calgary Alberta Canada) to understand what the left lane courtesy rule is (in the UK it must be the right lane). It's not a law as much as a courtesy rule, in the city if the size of the street allows for it why not?

In the city, you don't have the higher speed limits like the highways. 35-45 mph is usually tops...and many outside right or left lanes become turn-only lanes further ahead.

In the city both lanes move at about the same speed I think...At least here in DC that's what it seems like.

it never works out that way due to heavy traffic, and cops will look out for that too
