yes. if you're pulled over on a traffic stop, and the officer smells alcohol or drugs on you, that's probable cause for further questioning about your activities prior to the stop, and for a vehicle search as well.

where I live the police are using the newly enforced seat belt law to pull people over and search. A co-worker of mine who is well over the age of 21 but looks a lot younger said that she passed a police officer on the road AT NIGHT and he turned around and pulled her over because he said he did not see her wearing a seat belt. He then searched her car. She of course had nothing in it, she was on her way to pick up her child from her father's.
