You would probably study it from the book and by listening to it spoken as much as possible.

You could phrase common questions or dialogues, and then answer the questions, repeating both the questions and the answers to yourself so that you can get the feel of the words and the flow of the phrases.

You could try watching foreign films in the language that you are studying. The films would be subtitled, so you would know what was going on. However, you would have to listen to the words to try to discern the meaning from active listening, at least as much as possible. It is useful to be around the native speakers.

Music in the new language is also a helpful means of picking it up.

Take a course with a competent teacher, whether in high school, college, a community college, wherever.

You could learn a language on your own, or from tapes or CDs or software programs, but it would be very difficult. Most people need the implicit encouragement/stimulation of a teacher and fellow students.
