Depends on the situation. Some people say it when describing a frightening experience. They mean that they felt like they might die and flashes of memories from their lives came to mind very quickly.

Life is like lightning in the dark. It flashes for a moment, plunging us again into darkness. When it flashes, we can't see what is what clearly. When it disappears, nothing is visible.
