Mt.5:27 “YOU heard that it was said, ‘You must not commit adultery.’ 28 But I say to YOU that everyone that keeps on looking at a woman so as to have a passion for her has already committed adultery with her in his heart. 29 If, now, that right eye of yours is making you stumble, tear it out and throw it away from you. For it is more beneficial to you for one of your members to be lost to you than for your whole body to be pitched into Ge·hen´na. 30 Also, if your right hand is making you stumble, cut it off and throw it away from you. For it is more beneficial to you for one of your members to be lost than for your whole body to land in Ge·hen´na.

There is no place where it specifically condemns masturbation. Other than that Onan was killed in Genesis 389-10 for spilling his seed upon the ground rather then raising up seed. As others have mentioned we are not to commit adultery with our eyes and heart outside of marriage.
Leviticus 15 speaks of the product of masturbation that caused everything that the sperm or orgasmic material (called running issue in the KJV) comes upon. It also speaks of the seed of copulation, etc. The woman would also be required to wash etc.

I don't know what "Cletus!" is trying to get at, but I've never found a verse that condemns the act of masturbation. I think it's a natural way of release. That verse about Onan spilling his seed has nothing to do with masturbation. It was an Old Testament law that if your brother dies and leaves a barren wife, you are supposed to marry her and continue your line. Onan's brother died, and it was Onan's responsibility to marry and make a child with his dead brother's wife. God killed Onan because at the last minute he disobeyed that law. He wasn't killed for wasting sperm. Read it in context and study it, it's all there!

This should help.
Gen.38:9-10
And Onan knew that the seed should not be his; and it came to pass, when he went in unto his brother's wife, that he spilled it on the ground, lest that he should give seed to his brother. And the thing which he did displeased the LORD: wherefore he slew him also.

scripture doesn't condemn anything although it does point out sexual lust and immorality are ungodly and unchristlike...and masturbation is lust because it provokes sexual images in the mind and usually done to ungodly acts such as sex outside of marriage...however god knows we aren't perfect and he'll forgive all your sins even masturbationn (the mathew scripture is however saying that it shouldn't be done and is more beneficial to get rid of the problem than to cause other brothers in Christ to be more lustful just because you wanted to masturbate)

No I cannot and I have never heard anyone else quote one either. The way this world is someone would have done so by now just to prove themselves right.
