The actual (child) sexual abuses took place more than 20 years ago. We know now at least 3 victims. Is it too late or can he be purnished by the law even now?

You can report this incident to the Police Department having jurisdiction where the crime was committed. Get in touch with other 3 victims and advise them to do the same. I'm not quite sure whether he will be punished, still try to contact your Police Dept., or otherwise, consult a legal counsel on which appropriate action to take, he knows it better.

he can still be punished. my friend shorty just got molested like three days ago but he is afraid to tell the cops. i told him not to wait twenty years to tell the cops. if he doesn't tell them by tomorrow i'm gonna call them. it doesn't matter how long ago it was you can still call the cops has long has you have victams.

im most states the "statue of limitations" has expired on this individual. Your best thing to do is to sue this person in civil court procedings.
