If they kept little guy on corn cob at the pet store he is definitely sick. You can try Ornacyclin from the pet store, but watch him to make sure he isn't getting dehydrated. This can kill a little bird so quick it's scary. You do need to isolate him immediately, things like this can be passed from bird to bird. The best thing is to go to the vet because they can do a smear and give him exactly what he needs to get better. I never use vitamins in my water because it has been shown to make bacteria grow in the water. Check about swithching them slowly over to a pellet diet. This would have 100% nutrition. Before adding any birds to a current stock, in the same room and/or cage, you should put them on a trial period, called "quarentine" time, and see if they have signs like this.
Remove him from the group ASAP. One of my cockatiels had something similar, and it was crop bacteria, and this can be spred to other birds if you are not careful. She flew into my kitchen and fell into a pan that had ben sitting for a few days. They preen, and get that gunk in their system. This can also come from unclean water or food bowls, or walking around in their own poo.
You have two choices: Take him back to the store you got him from if it is still within their "guarentee" period, or spend the big bucks and take him to the vet.
Keep a good eye on the rest of the flock- make sure they do not start having this same problem.

DO NOT give your bird gravel, it will lodge in the gizzard and could cause death. It sounds like the bird needs more liquid in it diet, I have seen birds with their feces stuck to them and we noticed that they needed their water changed a couple of times a day. Try doing that also make sure you clean their feathers off really good where the poop was stuck at.

My lovebird had the same thing and in the end she DIED
The person who said put vitamins in the water NEVE EVER DO THAT you can put it in the food but NEVER in the water.

He probably has a intestinal problem. If you are feeding him the same food as the other parakeets he should be alright .I would have him checked out before I started changing or adding any food
