in my first house the cabinets were painted brown i thought. My dad told me they were wood. Was going to paint them and he insisted they had to be cleaned first. I used TSP (trisodium phosphate) and hot water (in the laundry tubs for the doors ). Discovered they were knotty pine, not the most beautiful but about 8 shades lighter than when i started and kinda interesting. Then I polished them with liquid gold and never did paint them.

notes:
TSP is serious chemicals, not in terms of smell but protect eyes and skin and hands.

Liquid Gold is serious chemicals in terms of smell and contains petroleum distillates which apparently gives me and some others migraines.

here you go
step 1. remove the cabinet doors and drawers
step 2. remove all the hardware off of them IE:( hinges, knobs, handles)
step 3. clean the doors and drawers with hot soap and water get all the residue off of them.
step 4. get a type of solvent cleaner paint remover or lacquer remover Lin seed oil or paint remover and a steel wool pads and scrapers.
step 5. sand the doors and drawers to remove any extra and or scrapes there are.
step 6. if there are any cracks or splintered spots get some wood putty fill the gaps and or bad spots and they make oak wood putty.
step 7. clean it up and look for anymore bad spots
step 8. prime using a water base kilz is a good primer
and then paint with a good angle brush 2 " and or flat surface would use a 1/4 roller .
this can be done in a day depends on how much doors and drawers you have OH get some cleaner for your hardware also clean those up

if they are painted and not stained it will be hard to strip them real clean but if you can get them stripped clean why not refinish with a stain and then sealer lightly sand and apply a topcoat of polyurethane...oak is beautiful with a stained finish...it's a shame to cover the wood with paint. just make sure u got proper ventilation it really smells for a couple of days

you will have to strip and sand them. Then I would recommend priming them with either kilz or kilz2. then paint.
