Are you asking this because you experienced someone doing this and it bothered you or because you yourself plan on doing it?
It is a serious sin if the person does it intentionally out of disrespect for God's house because God's house is made to be a house of prayer. It is also extremely rude and inconsiderate to other people who are there to pray and to have silence in their prayer.
If someone accidentally forgets to turn off their cell phone and immediately turns it off and goes outside to talk then it would not be that big of an offense. But obviously if they let it happen again then it is a sign that they don't have any respect.
With the answer of the person above me, they sound like they are more than just an atheist. They sound like they are a bitter anti-Christ with no common sense because even before I became religious and believed in God I at least respected religious people. And when a friend would invite me to their church, I had sense enough to be quiet and respectful while there.
Just like anyplace else (i.e. a movie cinema) where people have to be quiet not to disturb others, someone being rude and talking on a cell phone should be shown the door. If they want to talk on a phone, they can go somewhere else. It's worse than a screaming baby because a baby is too young to know what they are doing, but if it is an adult then they are expected to have at least a minimal amount of maturity and common sense to know to be considerate. If they are mentally challenged then they have an excuse, but a mentally challenged person might know better than to talk on a cell phone during church services.

If you talked on your cell phone during a church service I was at after the service I would give you a piece of my mind. So what do you think? Should you talk on your cell during a service.

I dont think there is a rule per se, but it is insanely rude and you shold not do it.
Why do people always need to be reachable. VERY FEW people are that important. When you enter a church, show some respect, turn your phone OFF, not on silent or vibrate, but OFF.
Reminds me of a joke I heard.
Some guy answered his cell phone at a funeral and started talking. The priest stopped the services and said "If that's not from the guy in the coffin, you better hang up"

You can do anything you want, just be ready to deal with the consequences of your actions. You can make a porno during church services if you want to but you better believe you will face consequences from the people around you. Just because you want to talk on the phone during services doesn't mean people want to hear you.

Lol. Well, you can ONLY if it’s an emergency or talk about God. If someone talk on their cell phone for no reason, just talk about anything, I consider it insults people in the church and even worst God.
I wouldn’t do that, but if someone have to talk to somebody on the cell phone, then I would suggest them to talk on the cell phone outside, girlfriend.

Absolutely. But would you want someone talking while you're at your favorite movie? Emergencies are one thing, but cell phone use that is distracting during an event that is important to others around you would definitely be inconsiderate.

My gosh you go to church for a reason and that is to worship. Why go if all you are going to do is talk on the cell. That is very rude.

being that america is a free country and all, the true answer is yes. then you would have to ask yourself, "why am i here?" then you might want to think of other people and assume that they are more than likely there to learn something , which requires listening. god gave you 2 ears and 1 mouth for a reason- to listen TWICE as much as you talk.
