Because when the term first came into use one didn't have the extreme of population and people getting off work would be in a rush to get home . Due to the continuous increase in population especially in cities and the suburbs(where the jobs are) traffic is so congested that its slow moving in areas but once it thins out who is even keeping the speed limit-if it 55 the majority are going 65-70 , at the least 15 miles above the speed seems to be the norm for all traffic even when its not the rush hour-so everyone is rushing.

Lots of people TRYING to rush to and from work. If you still want to really rush and go fast during this time, only a motorcycle or scooter will do.

Because everyone is "rushing" to get home, causing more careless driving, higher frustration amongst drivers and more drivers on the road = more congestion. Hence, "rush hour."

My understanding is that this term refers to the time of day when average 9-5ers are in a "rush" to get home from work (or to work from home).
