If you're looking for malt liquor is your best bet. You can get a couple 40oz's for like 2 bucks each. They taste like ****, but you'll get messed up on less beer. You're also more likely to get super hung over. For non-malt liquor beer I'd suggest Pabst Blue Ribbion or Old Style. Miller HIgh Life is also on the cheaper side.
For hard liquor just go to your local liquor store and ask what the cheapest handle of whatever your favorite drink is and buy something else cheap to mix it with. Don't be a hero and try to drink cheap hard alcohol straight. It's not worth it, that **** tastes so friggin bad. My personal favorites are Pavlova and Dimitri for Vodka, and Canadian Mist for whiskey.

Can't go wrong with "The Crow" -- Old Crow bourbon whiskey. You can get a one liter bottle for around USD$8. Personally, I mix it with Coke and I can't tell a whole lot of difference from it and a legitimate Jack & Coke. You can get totally trashed many nights over off one bottle of this stuff.

It can get a little costly but for what you pay for it will go down REALLY easy tastes better than anything i've ever had so far.
So it may not be the cheapest once you buy all the ingrediants, but you can get drunk quick because it goes down so easily.

Go buy yourself a bottle of Takara Plum wine.
It's cheap, but will sit you on your keester quick.
Not a bad drink to go with Chinese food either.
