Remember Steve Martin in "Father of the Bride"?
He addresses this question in the movie.
See dialog between him and the store clerk below:
"I want to buy eight hot dogs and eight hot dog buns to go with them. But no one sells eight hot dog buns. They only sell twelve hot dog buns. So I end up paying for four buns I don't need. So I am removing the superfluous buns. "
"I-l'm sorry, sir, but you're gonna have to pay for all twelve buns. They're not marked individually."
"Yeah."
"And you wanna know why? Because some big shot over at the wiener company...got together with some big shot over at the bun company...and decided to rip off the American public. Because they think the American public is a bunch of trusting nitwits...who'll pay for things they don't need rather than make a stink."
"Get me security."

You get ten hotdogs per package because meat packers like to pack things that come in pounds while you only get 8 buns because bakers like to pack things that are multiples of three and four, notably, four, six, eight and twelve.
Here's an interesting URL explaining why:

because the only way to eat a hot dog is when it's been cooked on a stick over a campfire or bonfire. since the dog sometimes gets a little too crisp, no bun is needed. or you give the two extra ones to your dog.

8 hot dogs are inside the package, the other 2 are real dogs.

You should buy the 8 pack of hot dogs. The 10 packs have skinny weiners & the 8 packs have plump weiners.

this is an ancient old joke known only to the meat industry insiders and perpetuated until today...my old butcher friend is the one who clued me in. "Every customer buys 8 buns but has 10. They walked in with the other two..." Get it? Dumb if you ask me. That's the meat industry for ya... (j/k)

You'll buy more buns, then you won't have enough hot dogs. So you'll buy some more of them. And so forth, until you get caught up.
