I have not heard it put exactly in that terminalogy. But that is when an individual blows his noses by putting a finger on the opposite nostrils closing it then blow like you would regularly do but with out a Kleenex or hankerchief to catch the muscus builtup. Then repeat other side. Wiping snoot on your coveralls maybe an option if you are not profiecient in this process. Last point this usual done outdoors.
