You can't lose weight from one particular place. There's no such thing as spot reduction. Your body only takes fat from your body as a whole. If you lose weight, the fat around your stomach will probably shrink, but the rest of you will shrink too.
The only way to lose weight is to eat less calories than you burn off. Luckily, you burn thousands of calories every day without even exercising--just being alive. But you should exercise anyway, it is very good for you.
So, pay attention to how many calories you are eating. Don't guess; you must know the content of everything that goes into your mouth. And get a journal and write everything down in it. At the end of the day, add all the calories up.
It sounds tedious, but it is truly the only way to lose weight effectively and it's a lot more fun than going on some crazy grapefruit diet or whatever where you barely eat anything. On this program, you can eat from any food group just as long as you do not go over your calories for the day.
P.S. This sounds arrogant but PLEASE DON'T LISTEN TO ANYONE ELSE! Don't starve yourself or do a thousand sit ups, please, THEY DON'T KNOW WHAT THEY ARE TALKING ABOUT. I have lost 60 pounds doing this and it is truly the only healthy way there is.

Since you're already eating "right", now you need to start exercising. Every day. And not just running/jogging- you need to incorporate resistance training into your workouts. Don't worry- you're not going to get muscular, espcially since you're not eating enough to build muscle, but the weight training will help your body burn calories even while you're not actively exercising. Also, consider eating the same amount of food, but it spread it out over the day (i.e. six small meals instead of 3 regular ones). This will help regulate your metabolism.

Read the recommendations below. Also, go to the book store and locate the book "Weight Training for Dummies". In chapter 15 you will find excellent information on how to perform abdominal exercises correctly. Page 218 of the book dispels all the myths surrounding abdominal training. It is impossible to tell how long it will take because everyone's genetics are different.
The following healthy living recommendations will help you if you’re trying to lose weight, tone up your muscles, have aspirations of building lean muscle mass, are attempting to get a wash board stomach, or just want to feel better:
*1) Burn more calories then you're consuming everyday and measure your results using the following formula: Calories Consumed minus Basal Metabolic Rate (BMR) minus Physical Activity. Get a fitness calculator that you can put on your cell phone and computer. This will allow you to easily calculate this formula, log your daily calorie consumption, and register your physical activities.
*2) Eat natural and organic foods found on earth versus something created by a corporation to make money. Eat meals in small portions throughout the day and take a good multi-vitamin supplement.
Avoid “High Glycemic Load Carbs” (sugar, pastries, desserts, refined starches such as breads, pasta, refined grains like white rice; high starch vegetables such as white potatoes) and drink lots of water.

*4) Get plenty of sleep. Sleep experts say most adults need between seven and nine hours of sleep each night for optimum performance, health, and safety.
*5) Educate yourself continually on health issues and make a life long commitment to good health. A great free publication is “Dietary Guidelines for Americans 2005”. A superb book to read is “You The Owner’s Manual”. An excellent periodic publication is the “Nutrition Action Health Letter”. Lots of properly executed sit ups and/or stomach crunches. Ride a bicycle everday and workout with free weights. Just don't overdo it. Depending on how out of shape you are, 4" might not be too hard. It's less than 1" a week - you can do it!

Why not try the Special-K diet? You replace two meals with a bowl of Special-K cereal, and you eat your third meal normally. Drink plenty of water, eat fruits and nuts, and drink milk, too! If you keep this up, you should see significant results in two weeks.

If you have to lose it at all costs, starve yourself. Eat 1 salad a day for like 3 days. You'll lose it. Guaranteed.

You need to remember that abs are like any other muscle, if you work them too hard, they will grow more muscular (bigger). To achieve your goal, focus more on getting LOW carbs and fats and getting as much cardio as possible. If you DON"T feed your body carbs and fats for energy, it will begin eating YOUR fat. Focus more on green veggies and fiberous carbs. Get as much lean protien as possible and GREEN TEA GREEN TEA GREEN TEA. Do that and watch your belly burn away.
