I think there are two reasons two explain this:
1. The chemical/ taste contents of the food are similar with the one that the mouse has.
2. It will be too groose for human beings to give mouse-flavored cat food to his/ her pet.

It's a psychological/branding issue. Cat food "flavors" are designed to appeal to people, not cats. Thats why you see things like "Tuna Feast" and "Crab Surprise" when the actual ingredients are corn and chicken byproducts. The food does not actually taste like tuna or crab, nor can the cat read the label to know what he is eating.
When people see it on the shelf, though, they think "I will get my cat a delicious LOBSTER treat. LOBSTER is a deluxe food!" People do not think of mouse as a deluxe food. They probably don't want to even be reminded that their cat wants to eat mice.

Because a human has to test the food flavors for "truth in advertising" laws? Wouldnt want to get sued for selling a mouse-flavored product that isnt!

because companies want to appeal to people not the pets, and I think its much easier for them to make cat food that mainly consists of road kill, chicken heads/feet,the skins/hides of other animals, and even other cats killed in shelters, that's what meat or poultry by-products are so just make sure when you buy at food it doesn't have that.

You can get it in any pet store's
Petco carry's it , it is made with real mouse part's.
