I don't think you can go anywhere for free.If you don't want to pay the examination fee at a vets office you can always go to a Petco(if there's one around you)and just pay for the vaccine..they are pretty inexpensive($15-$20 usually)

If you can't afford a fee for yearly vaccinations for your dog you may want to rethink owning one. I understand you probably care for the dog & want to keep him or her but you need to know that dogs can be expensive to have. Besides yearly vaccinations you also need to be giving your dog a preventative such as heartguard to prevent heartworms, & a yearly test for heartworms. Depending on where you live you may have to give your dog year round preventatives for heartworm or six months preventative. There is also flea/tick medications also depending on where you live for how many months you need to do this. Not to mention emergency situations that can occur & be very costly. Recently one of my dogs swallowed something & it got stuck in his intestine & he had to have major surgery & it was around 500.00, & my vet is one of the least expensive ones in my area. Be prepared for a lot of costs if you keep your puppy & take care of it properly by getting it's yearly vaccinations, flea/tick meds & heartworm preventatives.
