The Catholic church, during the middle ages the only people who really learned how to read were taught by someone working in the church--probably monks but some nuns also taught girls who were sent to them.

Everyone else was either too busy farming to stay alive, or learning to fight so they could stay alive.

I know it is difficult to believe that the government run organization could be ill equiped to handle young people but I am afraid that is the case.
The churches in an effort to help these people get an education or at least take the burden of the public schools. Set up church based school run by people who care by contributions from parents. they have control over the classes taught and don't teach homosexuality is ok. neither is lieing stealing, abuse or alcoholism. In still family values and teach them that sex is not ok. You can have unwanted babies and VD Is that so terrible?
