You do deserve to be loved.
You might be surrounded by people that don't love you or don't have the time to love you. Try to find new people to be with.
As someone else said above, begin by loving yourself more.
Take some time to pamper yourself, try a new haircut, a nail treatment. Learn to be comfortable with yourself and go out. People don't usually come to your door and ring the bell, so you'll have to go out and be found. Have fun while you do it and before you know it you'll be chatting with new people, feeling comfortable and then love will walk up to you with a cocktail in each hand and a smile.

Everyone needs and deserves to be loved. Your time will come. Maybe real soon. You never know. Have faith in yourself, and in God. Try internet dating services, singles organizations, etc.

dont despair you are loved your parents love you and your siblings love you even god loves you. the one person who really matters to you needs to be allowed to love you thats yourself! only when you truly love yourself can you be loved by a stranger the time will come but you need to accept and love who you are for that time to arrive remeber you deserve to be loved and by some you already are but you need to love yourself as well
then the special love you crave will happen
