there's really no way around this... true you can't turn fat into muscle, but when you exercise you are burning fat and replacing it with muscle. that's the way our bodies work.. now are you asking because you don't want to have these huge body builder legs? or a j'lo bootie...

there's two types of muscle, massive muscle, which is what body builders aim for
and lean muscle, which gives you a leaner more defined looks instead of mass...

to get lean muscle, skip the weights, skip the squats and lunges, which will actually make you gain sizable muscle mass... try yoga, pilates, tai chi chuan, or isometric training... these forms of exercise use your own bodies resistance to build and sculpt your muscles, that way you don't over do it and gain huge muscle mass like you would with weight training. you can always find classes at a local fitness center, college, or community center.

You cannot turn fat into muscle. They're 2 completely different things. You can mobilise fat to get energy, but not turn it into muscle.

You also cannot spot reduce fat, ie: choose where to lose fat first. Your genes decide that. Sorry to say, but you have very little control over how and where your body burns fat first.

Work hard on your cardio to raise your metabolic rate. This will help you reduce fat overall, and hopefully the fat on your legs will come off too. Work on some weights as this will encourage your body to keep some muscle and not let it waste away. The more muscle mass you have, the more calories it takes to keep them alive. In short, the more muscle you have, the easier it is to burn calories. The opposite is true too - the less muscle you have, the harder it is to burn calories.

Firm up your leg muscles with exercises like squats, lunges, leg presses and leg extensions. Concentrate to lighter weights, higher repetitions - something like 15 reps to a set. That way, you'll firm/tone up your muscles without adding mass/bulk.

And by the way, it is quite difficult to gain muscle mass so much as to look bulky. This is even more so for females. Weight training with light weights and high reps will firm and tone, but not bulk. So no need to worry about looking like Arnie.

You have to know this, that fat does not come off one place alone.
Fat reduction, through diet and execise gets reduced evenly from all over the body. On the other hand fat does store more in one particular place . On men its around the waist . Women around th e bum and top of the legs.
You need to reduce your fat intake and go for a 45 min walk every morning before you eat.
Contrary to what some others replied here, use light weights. Fat wont turn into muscle unless you use heavy weights and as someone said unless you are body builder.

Lots of cardio in the gym, not weights, and don't even think about trying pills, or this "magical" fat reducing injections, they just make it get worse the minute you stop them, so you'd have to use them forever
