So first of all, not everybody likes everything. (Me, I don't like baby oil -- too hard to get traction for the slippery stuff I WANT to feel. Doesn't mean somebody else might think it was the best thing in the world.) So it's okay not to like it; doesn't mean you're a pervert, and it doesn't mean somebody who DOES like it is a pervert either.
Second, If you're too grossed out by the idea of someone having oral sex with you, you probably won't enjoy it no matter HOW good it might feel. If you're not comfortable with something, you aren't going to enjoy it, even if it's your partner's discomfort you're worried about. (In certain positions where my wife is face down, she has a habit of putting her hand up to her forehead as if she's fighting the world's worst headache. This ALWAYS makes me stop and ask what's wrong; she says nothing, it's just the way she's holding her hand... but it always makes me stop because I can't think about continuing if she's in pain.)
So with that out of the way... it's not a big deal to give oral sex to a woman wearing a tampon, assuming she feels up to it. (Some women say that orgasms relieve menstrual cramps; others find that the cramps interfere with everything to such a degree that orgasm isn't possible.) The purpose of the tampon is to keep the bleeding in place, so nothing gets out, as long as the tampon isn't already filled up. It's really no different from the other 24 days of the month, it's just there's this string hanging out. (Anybody know why the strings are always blue? :-)
Why would we do this? Well, for all the usual reasons, plus a special one: Inserting and removing tampons, especially as often as is required on high-flow days, can irritate the skin around the opening of the vagina, which makes intercourse uncomfortable for a day or two. And sometimes, during that one- or two-day stretch, she'd really like to have an orgasm. So fortunately, there's this nifty little spot an inch or two up from the vaginal opening that is just the thing to nibble, lick, and play with.
Again, this is something that's really up to the couple. Some women are in SO much discomfort throughout their period that nothing is going to happen there at ALL for four or five days, and you have to respect that. In our case, she's in major cramp/high flow mode for about a day, followed by two days of irritation from the constant changing of tampons but no real cramping, followed by a day or two of light flow. I nearly always, ah, offer to help knock loose the last bits on those light flow days... and it usually works. :-)

no way. i get sometimes get horny during my period and I still dont want anyone going down there then.
