Here in the UK, when the police DON'T KNOW who committed a murder, they often hold a press conference and appeal for the perpetrator to give themselves up because he "obviously needs help". Has there ever been a single recorded instance of a murderer doing this? And why would anyone willingly do this? Surely the very fact that they're a murderer would mean that they are not the sort of person to "do the right thing". Do the police know something we don't?

no we do not shoot first in the USA!

Second, yes it does work quite often because even if the murderer does not turn themselves in, maybe someone else knows something and turns the person in. Also even if no further suspects, sometimes they just gain more evidence.

I suspect that a while after someone has committed the crime, a sense of realisation may dawn on them. In some individuals this may linger and lead to increasing guilt & self-hatrid. It would be at that point they realise that (almost) the only way to help reduce those emotions is to give themselves up to the justice system to pay for their crime and also help relatives of the victim by giving them the chance to see/communicate with the perpetrator.
