gorgeous woman, 1/2italian,1/2cuban ALL SCORPIO
for the last 4 months we have been hanging out like 2-3 days a week, she comes to my work to take me to lunch, we go to dinner together, we watched fireworks off her deck all night on the 4th. basically its like we are not only dating but gf/bf.
we flirt all the time - she hits me(playfully of course), makes comments, last week @ a party i was having i was on my bed as it was settling down - she comes in hops on the bed and starts stroking my chest with her foot (earlier in the evening i ran my hand through her hair and said good kitty, to which she responded by purring and pawing @ my chest)
alright the problem
i cant seem to get anywhere with her. i ask for a date and she says why cant we just hang out. i grab her foot to massage it and she stops me by politely telling me thats a little too sensual.
i really like her but am @ my limit.
should i just BAM plant a kiss or what.
we both know were N2 eachother

A number of things may be occurring. Maybe she has someone else in her life and is just enjoying your company because her relationship is lacking something. Or maybe she is afraid to take things to another level because she has been hurt in the past. She may like you as a friend and is reluctant to cross the line because she doesn't want to jeopardize your friendship. Either way, if you're feeling her like you say, then put your cards on the table. If she rejects you, regroup and rethink what your role is in her life and what your's in hers. Lastly, she may be playing mind games. We women know when a man wants us and some of us will play on that. I hope that's not the case here. Just keep it real with her and follow your gut, even if your heart is trying to pull you in another direction.

I'm a Scorpio and I've been described as being a "very touchy person" and I find it gets me into trouble because I'm just being playful or I'm just being plain touchy without even thinking about it. She might just enjoy being close to you and/or maybe is worried that you're just looking for sex or a relationship. If I were you, I would not hang out with her as much...it sounds like she is enjoying the benefits of having a "boyfriend" without having to be a "girlfriend." In the end you have to protect your heart, you know? It's possible that in pulling back, she might have a change of heart herself.

Basically, all I see is that you've been flirting. And she's comfortable with that. I bet she knows you like her. You asked her for a date and she just wants to hang out. I think she sees you as a great friend who she is very comfortable with but she's not interested in getting more involved with you. You can continue with the flirting and having fun, but I don't think it's going to go beyond that. You can ask her why she won't take your relationship further. But my guess is that she's not ready for a relationship with you.
You can continue to flirt with her and not lead to anything, or you can go find someone who wants a hot passionate kiss from you.

Honestly, the only time I act this way with a guy is when I just want him to be friends with benefits and nothing more.
