WinRAR is _not_ free, it's a 40 or 60 day trial. It _is_ however your best bet if you want to be able to create RAR files. If you don't care about those specifically you can use 7-zip which has pretty close to the same compression ratio, it's open source and it's free. There are a bunch of free options if all you want is zip/unzip capability - see one list below.
PowerArchiver only creates old RAR - pre 3.x.

WinRAR is a good substitute but it's NOT free.
I suggest you use zip genius the best free available substitute with a cool UI. Search for it in google or download.com
