"He who knows aught of art..."

That's half of it; the full sentence contains each vowel sound in the English language exactly once. I saw it in a Robertson Davies novel, but I can't remember the rest.

Could it be, "Who would know aught of art must learn, act, and then take his ease?"
It doesn't have all of the vowel sounds, but it does contain 14 vowel sounds and 9 dipthongs (see p 65 of the doc listed as the source).
