that isn't abnormal in itself. is he otherwise getting around ok? some children are late walkers because they are particularly good scooters or crawlers. they don't feel the need to get up and walk because they already get around so well, so it takes longer. if he's doing other things that are worrying you take him to the pediatrician, but otherwise, just give him time and he'll eventually do it on his own. good luck!

Could be neurological, could be developmental, could be weight, could be motivation -- there are any number of reasons why a 15-month old isn't walking. Is the baby talking? Sometimes early talkers are late walkers, because with their communication skills, they don't have to go get things for themselves. Similarly, early walkers are often slow talkers, because they can go get things and don't have to ask for help.
If you're really concerned, ask your pediatrician and find out the real reason why your baby isn't walking.

Was he premature? If so, that could be a reason. If not, I have been told that some kids don't walk until as old as 18 months. Consult with your doc if it is truly concerning you. Sometimes kids just do things when they are good and ready.

Is the baby crawling? I wouldn't worry too much. However, if you haven't let the baby spend time on the floor on its tummy it's time to start. If you keep the baby on its back in a chair it will not learn ever. If you haven't start putting the child on its tummy on the floor. That's how their nervous system starts to develop for crawling and walking. They have to figure it out for themselves from scratch. They have to spend hours and hours and days and weeks on tummy before they figure out crawling. Hours and hours and days and weeks on that before they start pulling up then long time on that before walking. Don't rush. If you have kept the baby on its tummy on the floor a lot, then it's time to check with a doctor if it is not crawling yet.

What is his diet? (What are you feeding him?) Lack of proper nutrition can impair development of motor skills, etc.
