I haven't looked at these in a while, I'm studying a different religion right now. However I can see what these 2 things are saying and no they do not contradict themselves like other parts of the Bible does.
The first saying is like this. "You are going to Hell" or "You are evil" Pretty much we do not have the authority to judge somebody elses actions. We can not condemn a person. However the second one goes along with this in a matter of speaking. (I will tell you what both of these 2 sayings say together at the end)
The second one is saying the same thing as a famous saying, "Do not judge a book by it's cover, but instead by it's context." In other words when you are looking for friends and such look inside them rather then appearance.
The sayings together say this:
You can not judge anybody, however this doesn't mean that they have to be your friend.
In other words: thinking somebody is evil is wrong, but not agreeing with what they do is o.k.

(It's not contest, it's context.) Not to be confrontational, but you did take this out of context. That is when they were fussing about Jesus doing good on a sabbath, and He said "don't judge by appearences, rather judge by what's right." See, that has nothing to do with the the "judging" and condemnation that you were trying to create confusion about.

No man for no reason has a right to judge anyone for any reason for anything. Those who do are misguided as God is the only judge and will judge all man from what is in his heart. Those who try to make you believe by passing judgment and threading you are only false prophets which the Bible also talks about. Gods prophets did their job and their job is over and this has not been passed down to man the Bible was placed to guide man to take the place of the prophets.

Don't judge because God dosen't thats what Luke is trying to tell you and John is saying Don't judge others simply decide what works for you and what dose not work for you the righteous judgement is what works.

Luke said right-what we must not to do.
John said right-how easy we can make an mistake.
Which men can do a correct different between an appearance and right?
If we listen Luke and John we will have few sins .

Paul said that as Christians we are not to judge non Christians but those who claim to be Christians and don't act like it. Jesus said that we shouldn't judge, because we will be judged in the same measure we judge others. So to me this tells me to look at a situation and if its not right, to judge it how I would want to be judged. (With fairness and how God would be Glorified.) It is wrong to judge a person harshly and in a way that makes them feel worthless. If we must judge we should do it bearing these things in mind. All things (that are right or acceptable in God's Eyes) are permitted but not all are beneficial.

In my opinion, Luke was actually talking about judgement which has the tendency to look more on others' mistake than looking at his own. This kind of attitude which is common among men can make him be blinded with regards to his own accountability enabling him to ignore his obligation towards God and his fellowmen, thus the meaning of being JUDGMENTAL.
While John's message touches more on a person's way of seeing things in order for him to achieve a better decision for his and his family's own good and has something to do with man's wisdom to achieve his wordly endeavors without compromising his faith as a Christian at the expense of others, thus the meaning of being PRUDENT.

Luke is saying not to look down on other people. This is like thinking a drug addict is a bad person or someone of a different race is inferior.
John is saying judge people by their actions not their appearances. This is more about choosing who your friends are and who you consider authority figures.

I think we are not to judge and become prideful that we are better than someone else because they have committed a certain sin and we have not. All have sinned and fall short of the glory of God. However, we should be cognizant of the sins we ourselves are more likely to commit. Sometimes this means recognizing the shape or form a sin would take by noticing it in another person and make a conscious effort not to make the same mistake.

We are to make decisions as to whether or not a person is what they say they are by their actions.
You must understand that today Christians equate judge with a gavel. They use their BIBLE instead to beat you over the head and tell you that you will burn in hell.
Which is a real Christian thing to do.
When God placed Judgment on Israel he sent Judges, TEACHERS, to give proper instruction.
I don't believe it is possible to teach from a position of anger and hatred.
But to answer your question, no we are not to judge.
But we are to instruct and guide.
