According to the LDS doctrine....
If you are a male over 12 years of age and "worthy" (that is, if you are obedient, attend meetings, do not masturbate NOTES, etc.), you will be ordained to one of the levels of priesthood, and, if you continue to be faithful and obedient, you will gradually advance through the priesthood ranks. If you are female, you will receive the benefits of priesthood authority only indirectly, through your Mormon father or your Mormon husband. The role of the Mormon woman is to be a wife and mother and to obey and honor her priest husband (or father).

So I was just wondering...who is checking to see that 12 year old LDS males are not masturbating? Is there a special section of the church called Master Baiters?

The bishop interviews each young man and each young woman in the ward at least annually. He interviews each priest and each 16- and 17-year-old young woman at least twice annually.
In addition, six months after the annual interview with the bishop, counselors in the bishopric interview each young man and young woman who belong to the Aaronic Priesthood quorum and Young Women class the bishop has assigned them to oversee.
In large wards, bishops, acting with inspiration and wisdom, may adjust the frequency of interviews. Some youth may need added attention, while others may need less frequent interviews than are suggested, though all should be interviewed at least annually.

The young men are interviewed. My husband said he was asked if he was doing that when he was young and just counseled not to. It is a sexual act that should only be done within the bonds of marriage, if you are going to do it, your spouse should be involved in some way!
That's my take...

I dont think anyone is worthy of anythingbecause we are all sinners you cant show me anyone who has not sinned.
