Mud, poop or blood. Or if he has a sore that is excreting something, that's possible. You should talk to a vet.

Sounds like a hot spot. Generally hot spots are allergic reactions. Does your dog have fleas? Flea bites are a huge cause of hot spots.
It is possible that it is mange (is the fur falling out?). There are 2 types, both caused by mites. If it is mange (sarcoptic) it will spread and can spread to you. The other type of mange develops from immune system problems and generally presents when the dog is a pup. So unless your dog has been very ill lately, I doubt it is demodex mange.
I would wash my dog all over with a good medicated dog shampoo. This will kill off the bacteria. I like a chlorhexidine 2%-4% shampoo (you can buy this from your vet or from some dog groomers). Follow the directions on the bottle, leaving the shampoo stand 5-10 minutes on the dog. Avoid the eyes. Place 2 drops of mineral oil in each eye to protect them. Don't use baby oil.. Dry the dog & keep an eye on the situation.
If the hair starts fallen out, or this spreads to other areas, (and if it is mange it will), you will have to treat for mange. That includes your home & other dogs. Mites are bugs, so this involves pesticides. Some folks like to use dips on the dogs, some folks like a systemic method and use ivemectin.

If you don't see a wound there are a few possibilities, it could be a hot spot, or some type of skin parasite such as mites or mange. I would take the dog to a vet as soon as possible.

Go straight to your vet. It oculd be any number of issues including mange or mites. If it is any body fluid, that should be an alarm.
Always go to your vet when there is a question as to your pets health or safety.

Could be an allergy and he has scratched because it itches...Is the red oozing? I would clean the area with some peroxide on a cotton ball. Check if you see an open cuts ater you clean it.

Sounds like mites. Could be sarcoptic mange. Wat you do for that is take a visit to the vet and they will give you an antiparasidal, whatever the name may be with the drug ivermectin which kills just about any parasite.
