Yes. Soliciting for prostitution is illegal in most states. It doesn't need to make it all the way to the execution of the act to break the law; merely asking for sex in exchange for payment is sufficient to get you arrested.

If you don't get the full hour then it's your own fault for being a one minute man... and secondly, most go to hookers (term I prefer) because they want what their partners don't give them. OR they're are severely screwed up that a normal woman won't have sex with them or they're looking for no strings attached kind of sex. Paying someone is usually the last thing on the solicitors' mind. You'd think that your hypothetical girlfriend isn't watching the clock, but if it's a 10 minute deal - she's probably not satisfied anyway but just doesn't say it.
