You will have to apply for a visa first to enter this country. If you have family here they can file the I-130 for you. This form cost $190. You will also have to submit the correct documentations with that form as well as the G325A, which is free. You can also find an employer in the US and have them submit a petition for you to work with them in the US, you will have to work with them for 10 years before becoming eligible to apply. You can also get married to a citizen or a resident of the US (this is the fastest way to come here as well as if a parent file for you and you are under 21 and unmarried). After you get your green card, and you live her for five years and not break any of our laws then you can apply for citizenship. There are a lot more forms involved then what I have listed; those are just what start the process. You could contact uscis.gov or www.emichoice.com. This will take a long time depending on whom you decide to have file for you. To get a visa in your country might be difficult because, the USCIS only give out certain amount of visa to each country every year. For information on obtaining a visa in your country you have to go to your consulate. You also have to have a reason for wanting to come into the US. You can apply for a visitor's visa, a student visa (F-1) or a work visa (H-1). There are other visa and programs, then what I listed. You must have been a legal US resident for at least 5 years before applying for citizenship. And to become a legal resident you must come to US first. Which for citizens of Mexico is impossible-US doesn't give you any immigrant visas.
So you have to come illegally and then marry for papers. That's it.
There is no other way, I read all the laws.

You have to be living in the US for about 7 years , at least that was the time demanded when I got my citizenship. I started out with a green card and 7 years later I was an American.

It is a very long process esp if you are not married. Just got to www.state.gov, www.infopass.gov and get your info there
You need a temp visa to get in here anyways- the legal way. If you are a student you can get a student visa if you are in math and science and are seeking employment many companies if interested may sponsor you via H1-B visas etc..

You will need to go to the US Embassy - probably in Mexico City and apply there. As far as costs go, I'm not sure.
