Don't panic. You still have a couple of options. First uninstall NoAdware. Usually, a software program comes with its own uniinstall program. You can choose to use this one or remove the program from Add/Remove Software from the control panel. You mentioned you can't open the folders from the Control Panel, so you are stuck with the former choice.

After uninstalling NoAware, try restoring your computer to a earlier state using system restore. Usually, restore points are created periodically at system checkpoints and before installing a new software program. To access system restore go to Start menu> Help and Support > Undo changes to your computer with System Restore > Restore my computer to a earlier time.

If this fails then you can try restoring the .dll file. PC World has an excellent article on how to recover or fix a dll file. You can find the article:

"Fix Windows Glitches by Re-registering Your DLLs." -- pcworld.com (http://www.pcworld.com/howto/article/0,aid,126116,00.asp"

"Windows XP and 2000 store information about many of their functions in files known as dynamic link libraries, or DLLs. Information about the DLLs is stored in the Windows Registry. When a DLL file's Registry entry is corrupted, the OS may balk when opening files or Web pages, or otherwise misbehave. Fortunately, as tipster Dick Waller of Dayton, Ohio, points out, Windows' own regsvr32.exe tool lets you add DLL data back into the Registry." -- excerpt from article

the solution to your problem is quite simple. if you installed windows from a disc (i'm presumig that you are referring to xp, home or pro), you can use the discs repair program to install the component you are missing.

put the disc in and restart your pc, when prompted press any key to enter the setup program and wait for it to load the necessary files. no changes are being made to your computer.
if the system fails to give you the choice of starting from the cd rom then you need to enter cmos/bios to change the order in which your pc searches for a device to start from to 1. cd rom, 2. hard drive, 3. floppy you should be extremely cautios about making changes in bios if you are not 100% certain of what your doing. changing the boot sequence will not affect anything other than which device is accessed first when the system tries to boot.
when prompted press to enter setup and not to repair a version of windows at this point, if you press repair here you are taken thru to command prompt. the next screen will give you a list of installations of windows on your system and you will have the choice of either repairing or re installing windows. press R here and all the basic files present when windows was first installed will be installed without any damage or loss of files/programs added since you initial install. hope this helps.

ALSO: do you have a system restore point saved?

Since you don't have any of the original restore disks, you can email the maker of your computer. Unfortunately, it will cost money to purchase these. But it's a lot less than purchasing a new version of Windows.

Example: a pkg of restore disks for your version of Windows shouldn't cost more thatn $15. If you purchase a new set of Windows disks from a store, it can cost you up to $200.00.

Sorry dude I think you are screwed unless you reinstall Windows. Does your operating system maybe have a built-in Backup and Restore or System Restore option? If so, try that.

uh it sounds like yer missing a windows component - if that's the case, go to the MS Windows Update web page - it'll scan your computer and maybe let you know if you need anything installed/re-installed.
Should be free unless the scan determines your's to be a pirated copy of windows :(
