Its a 1600 amp service with a laundry mat. i am trying for a 200 amp service that runs a BTS cabinet and a PPC. I need somewhere to look up order of operations

WIthout information on the incoming volts and transformer size it is not possible to calculate the FL in your system..... You need the TXFMR Z% and Lo side volts as well as the upstream FL to properly calc the FL.
The utility company should give you the fault level at the Hi terminals of their transformer and the TXFMR impedance. You then have to calculate any contribution inside your facility additive to the UC fault level.
Generally as a rule of thumb 15x is about where the FL sits for small industrial faciliites. I would be supprised if it was more than 30kA

Check the N.E.C. (National Electrical Code) or the ugly's book sold at almost any harware store

since the electric company owns the controlling equiptment you need to ask them what the fault current rating is for your service. every system will be different due to the different transformers, line sizing and ratings, and trip points for their breakers.

try using an updated N.E.C. book or try looking in Delmars Standard Textbook of Electricity.
