Either he's incredibly shy, or he's just not interested. I would stop calling, and inviting him to things. In fact I would stop talking to him all together. I wouldn't ignore him though. If he comes to you then of course talk to him! But at the moment you are doing all the work, and it isn't paying off. If you back off he might realize what a great person you are, and get in contact. Also guys can sometimes be put off by girls that are too aggressive, he might just need an opportunity to chase you.
