I'm sure she could come up with something just as useless.... like maybe a booger in a locket lol no, I guess that's just gross. She could frame the gift she got from her friend, and re-gift it ....
All kidding aside-- I vote no gift. Or something from the buck store. Or a cheque for a million bucks that's stale-dated. Hmm, I'm doing it again. Sorry. No gift. There.

Is the friend going through a difficult financial period? Has the friend made her troubles known?
Also, why was this gift given? Was it a joke or an insult? Does the friend feel taken advantage of for some reason? Does one owe the other money? Is the person just socialy inept? Why after giving such a gift would the person invite your sister to her party?
Without knowing all the answers to the above questions I can not give the best answer. But based on what you have said, I would say just have her give cheap gift. Maybe a scented candle or $5 starbucks card.
That should do it.

if your going to go to a party or some type of gathering like that, i think it's rude to just show up with your hands empty, u know what i mean?
the paper with the signature, maybe it was all your sister's friend could afford.
i think it'd be impolite for your sister did NOT to give her friend anything. i'm sure your sister doesn't want to act like her friend. if your sister wants to get back at her, i don't think it should be through NOT getting her a gift. if your sister really wants to, she can give her friend the SAME piece of construction paper with the signature and have your sister sign HER name on there and give it to her.

My mother tought me that being a Gentelman means making sure that everybody else around you is comfortable. I think the same thing here. Yes she did not give a great gift before, but think about it, what does it cost you to be the bigger person? A small token, a small nice thing to show appriciation for the party. You will show class, and style, all the while paving the way towards better relations in the future. Think of all you could gain by doing the right thing. You could get her something crap. It might make you feel good for a few seconds. But it is better for all for you to let the past go and work for the future.

Give the friend some glue and scissors. Then your sister can bring over the blank construction paper and they can make something of it.

Don't know the meaning of the paper, but it's always nice to bring a small gift for the hostess. Don't let the odd/improper behavior of others change your behavior. We can't control others, but we can choose our behavior.
It's always nice to bring flowers or something that can be shared at the party...wine is nice.

You should never feel like you HAVE to give anyone anything. Maybe the friend thinks she is going to be a star and her singature will be worth a lot someday...
Tell your sister, if she wants to get the friend something go for it. It is about the thought, not the cost.
