hi there my little brother taylor has recently caught on to my bad attitude and i have changed mine to the innocent little goody good that does what she is told. but two days ago taylor started to seal money from my parents and he has kept going into my room and taking my makeup and then when i tell him not to do that he wines "i'm not, i'm not!" and it is starting to make me really really mad! so please tell me how to deal with this problem!

Congratulations on changing your attitude from bad to good. You'll be a good role model for Taylor now.
As for him stealing money or anything else, tell him that the next time he is caught stealing, the police will be called. Lock your bedroom door and windows, if you have any, and make sure you have the only keys.
Obviously he has an attention problem (I don't mean ADD/ADHD). He's probably looking for attention from you or your parents. Spend some time with him doing something constructive. He should get out of this soon.

Tell your parents! They will probably believe you if you show them the evidence, like your messed up make-up and money. Think of other ways that you can catch him, and hopefully he will turn out better.

hit him in the butt but not to hard like 3 times, tell him something like a monster is going to eat him is he kept stealing money :that depends of how old is he tough"

well...he saw it from you..so thought it was ok..may take him a bit to adapt your new attitude...won't happen overnight...
have you tried just sitting and talking to him.....
maybe a family meeting if that doesn't work.
