First eliminate the urine odor with a neutralizer like Nature's Miracle, etc., or he/she will continue to pee on your porch. I ended up having to leash ours up and walk him out to a spot int he yard each time he has to pee. After a couple weeks, I quit leashing him but continued to walk out into the yard and would call him to me, praise him and tell him "Go Potty". So far, so good.

Instead of covering up your porch, try teaching your dog not to pee on it.

just train your dog not to pee on your porch! train it to go off when it has to pee when he gos off to pee give him a treat when he pees on the porch discipline him!

Try spraying some "Bitter Apple" around the area, most dogs do not like that and it is a good deterrent - it can be found at most pet supply stores, I believe Target has it as well.

Lay down some poop pads and mabey he will pee on them instead of peeing on your porch...

Electric wires.
Clean the area with bleach to eliminate the smell. If a dog smells pee, even his/her own, he/she will pee on it.
