The 1st 2 digits stands for the year a person is born in. What does the other numbers stand for?

The other numbers are just like a citizen registration number. 8012345 would mean it's the 12345th registered citizen for the year 1980.
The letter at the back is just a check digit.

I think the rest are just serial numbers.. there is no meaning. The last letter is a check digit.
