for some reason the thought of flatulating just keeps reverberating inside my head
i am not sure how that relates to what the first thing i would do with the earth if i were president of the universe

One has to have a plan before they can take action. Create a plan so that all can understand. Visit Earth with this plan. Present and implement the plan to earthlings with checks and balances so that the plan is carried out accordingly.
The first thing that Earthlings will have to understand is that there are NO exemptions. This will benefit the poor but will frustrate the very wealthy. The next two things are that we will educate everyone and eliminate poverty.

Put some rain and greens in Africa, so they would have food.
Looks like the president of universe completely forgot that part.
Then, spoil every single weapon that is in world. There would be no more wars.Everybody home, and try something different.
Stop the payments in moneys. Everyone would have to be paid by trades. Money spoils the world.

I would put a fence around it to make sure humans didn't spread beyond the earth. And try to rescue as many plants and animals as I could before humans destroyed earth's ability to sustain life.

unite all nations to one make one language, one currency system, cut all defense expenses make sure every person is well fed, well dressed, well sheltered and medically well provided for and educated till college all for free.
All this to ensure that the human being will be prepared to take care of itself.

I would make all people have love for one another and to also love the animals. I think this would be a starting point to solve all other issues and crisis.
