Follow the proper procedures for immigrating to a particular country. There's a big difference between LEGAL immigrants and ILLEGAL immigrants.
You might find this About.Com guide helpful:

They can finally become legal by first leaving the country, willingly or otherwise, and then getting to the back of the line behind the people that have been waiting a decade or more to try and gain citizenship in the US. They can fill out the paperwork, pay their fees and fines, as the case may be, and we can get our border fence built. Happy, happy, joy, joy...

There are legal immigrants. If one goes thru the proper processes and enters the country legally they are fine. The problem lies with the ones who sneak across the border and work tax free.

You have to apply for a visa to enter the country (for a significant amount of time). This visa can be for work, school, travel, etc. Once you have your visa, you can legally immigrate for the duration of your visa. Often, you have to have a job lined up and get a DS-2019 from your employer before you can apply for a visa.
There are so many illegal immigrants working in the US because the US is unwilling to grant visas to them so they can work legally (and pay income tax...hmmmm). They are trying (poorly) to secure jobs for US citizens.

We already have legal immigration, it is the ILLEGAL immigration that bothers us. If they wanted to be legal they could be. Heck, I have seen people who are illegal start the process of being legal here in the U.S and were never deported. If they wanted to do it, they could. They just want it GIVEN to them.

i'm an immigrant and i'm legal
u first have to get a visa and that allowed us to stay in the US for 3 years or something like that. But then we got a green card which now, allows us to stay here forever or basically, as long as we like.
