It is not 'illegal' but these messages are important enough that getting one is a reportable event to your next level headquarters.

Now, not all red cross messages make it to their intended recipient. Generally this is because the message was misrouted or they are not able to determine/find the person the message is for because of incorrect or missing information.

Always, always, always make sure you know what unit your family member is in. Do not trust it to memory but instead have him write it down for you and put it somewhere safe.

I don't know if it's a law or not. But if you've sent a Red Cross message to a soldier serving in Iraq and that soldier was not informed of the message by his command, I would recommend notifying the Red Cross immediately, so they can look into it.

You can also contact the command directly. It's probably an oversight or something - no commander wants to withhold that kind of information from his guys.

Have you contacted the American Red Cross? Seems that would be the place to start. When I was in the service, there was never an intentional delay of any Red Cross message. There may always be operational delays over which there is no control.

if the message was held back because of someone's mistake or incompetance, they can be disciplined for it.

but there are many things that can delay a message, that are out of the control of the Red Cross.

Yes it is illegal if the message is important, like a death of a family member.
