This depends on your definition of "conservative." Carlyle did not mean right wing, Christian, socially-conservative Republicans.

He meant conservatism in the classical sense, meaning, which meant "moderate and cautious."

Great people make reasoned decisions and do not rush into things without thinking through what the probable outcome will be. In this sense, Carlyle was right. His statement cannot be stretched to apply to the modern "Conservative" political movement, however.

Well, first off, define conservative. The current U.S. administration is "conservative", and yet is spending far more money than the previous "liberal" administration. The current "conservative" administration is taking an interventionist stance in world affairs. By contracst, some "liberal" administrations were very isolationist. Generally, "conservative" is without any meaning when you isolate it from a particular country, time, or political movement.

And on that note, conservative meant something very different in the 1800's than it does now. Carlyle probably considered the British occupation of India "conservative."

Now, if you want to generalize the statment to say "All developed socities value stability" then, yea, that works. But "great peoples" and "conservative" are words without much meaning.
